Ekurhuleni suspends HR HOD Linda Gxasheka

The City of Ekurhuleni has placed Human Resources Head, Linda Gxasheka, on precautionary suspension with immediate effect.

Gxasheka name surfaced in allegations of irregular conduct by city officials, raising concerns about potential corruption and interference within the criminal justice system.

She is accused of disregarding disciplinary recommendations against suspended Ekurhuleni Metropolitan Police Department (EMPD) deputy chief Julius Mkhwanazi, who faces serious corruption charges.

This follows allegations that he installed state blue lights on private vehicles owned by controversial businessman Vusimuzi “Cat” Matlala.

During the Madlanga Commission, Ekurhuleni HR director, Xolani Nciza, revealed that Gxasheka issued a reinstatement letter for Mkhwanazi under the directive of then-city manager Dr. Imogen Mashazi, following his brief suspension.

Suspended EMPD Chief, Isaac Mapieye, also testified that he faced ongoing hostility from Mashazi, Gxasheka, and HOD of Legal Services Advocate Kemi Behari while trying to discipline Mkhwanazi.

Dr. Mashazi and Mkhwanazi, summoned to the commission, denied any wrongdoing, claiming Gxasheka acted independently.

Advocate Behari, also suspended weeks ago for his role in supporting Mkhwanazi, is accused of disregarding an IPID report that recommended disciplinary action against the deputy chief.

The City emphasises that Gxasheka’s suspension does not imply guilt.

“It is an interim administrative measure intended to protect the integrity of internal processes, ensure organisational stability, and enable matters to be dealt with fairly and without interference. These steps form part of the City’s broader commitment to restoring public trust in the administration of Ekurhuleni,” said the City.

The City also reaffirmed its support for the Madlanga Commission and its findings, describing the probe as critical to restoring public trust and safeguarding municipal governance.

“The City of Ekurhuleni remains committed to fully supporting the work of the Madlanga Commission, recognising its importance in strengthening accountability and safeguarding the integrity of municipal governance. The City further reaffirms its commitment to transparency, procedural fairness, and sound governance practices,” says CoE.

The Madlanga Commission is set to submit an interim report of its findings to President Cyril Ramaphosa by 17 December.
