Suspended Ekurhuleni Metro Police Department (EMPD) Chief of Police, Isaac Mapiyeye, says his attempts to discipline his deputy, Brigadier Julius Mkhwanazi, were repeatedly obstructed — ultimately leading to his own suspension last year.
