City of Tshwane mayor, Dr. Nasiphi Moya, has announced that a portion of the city’s 2026/27 draft budget will be set aside for the recruitment of 100 additional security guards.
Moya made the announcement on Thursday during a council sitting in the city’s chambers, where councillors tabled and debated the municipality’s amended Integrated Development Plan (IDP), supported by the draft budget.
She said public consultations had revealed a disconnect between government and residents, with many communities feeling that officials do not fully understand the daily challenges they face.
Moya added that citizens must have a stronger voice in how institutions are run, and encouraged continued public accountability.
She said the latest draft budget responds in part to years of protests and concerns raised by former security personnel, and includes measures aimed at improving employment opportunities within the metro.

Outside Tshwane House, employees from several private security companies, alongside members of the Tshwane Metropolitan Police Department (TMPD), picketed over long-standing grievances they say have remained unresolved for years, calling for accountable leadership from the municipality.
Representatives from contracted security companies are also demanding to be included as beneficiaries of municipal opportunities.
The workers say they have faced empty promises for more than a decade, and allege that some employees are intimidated when raising concerns.
“Challenges that we faced at our company in most cases is that we do not receive our salaries on time, sometimes we don’t get paid, we don’t get provident funds, we don’t get anything from UIF either. Sometimes they take the UIF money. When we sometimes go to UIF offices we find that our monies are gone. When we enquire about provident funds, the money is not there either. When we speak up, we get threatened,” said one disgruntled worker.
The group says it is prepared to embark on a shutdown should their concerns continue to be ignored, adding that they are tired of being sidelined.

Separately, residents who applied for TMPD jobs also protested outside Tshwane House, demanding fairness and transparency in the recruitment process.
The applicants, who say they completed the first two phases of recruitment last year, claim they have not received any feedback despite repeated requests for updates.
The are calling for the process to be halted until outstanding applications are finalised.
One applicant, Ofentse Phoshoko, believes the recruitment process should be postponed to allow all candidates to be fairly considered.
Residents have long accused the municipality of failing to build trust, citing allegations of political interference and mismanagement of public funds.
City of Tshwane Chairperson for Public Municipal Accounts, Godwin Ratikwana, said it is “utterly intolerable” that residents continue to live with unreliable basic services, calling for bold leadership in the metro.
The EFF councillor said the party supports strengthening the Tshwane Metro Police Department, improving emergency response systems, and enhancing protection plans.
Ratikwana added that vandalism and theft remain widespread across the metro, requiring urgent intervention.
He cautioned that budget allocations alone would not restore Tshwane’s service delivery challenges.
