Carrim hospitalised ahead of return to Madlanga Commission

African National Congress (ANC) regional treasurer and North West businessman, Suliman Carrim, has reportedly been hospitalised following a suspected heart attack, allegedly suffered while at the gym.

Carrim was expected to continue his testimony before the Madlanga commission later this week.

The controversial businessman’s previous attempt to have his testimony in-camera was denied by the commission’s chairperson, Justice Mbuyiseli Madlanga.

During his last appearance, Carrim told the commission that he had invested R10 million in Vusimuzi “Cat” Matala’s company, MediCare24, but only received  R1.7 million in return.

He further went on to tell the commission about his relationship with alleged crime kingpin, Matlala.

“He had obviously told me he is the director of Medicare24 and that he had won this contract to provide medical services to SAPS,” he said. “He then needed or required funds to perform under the tender as he had overcapitalized on the establishment of his tender and therefore encountered cash flow problems. He insisted that he was cared up for rendering the services in respect of the tender.”

Carrim says that in the process of acquiring the multi-million SAPS tender, Matlala also invited him to his company premises.

“He invited me to see his business premises in Pretoria. I visited the premises and I confirmed it was state-of-the-art. I was impressed from what I had seen and I could appreciate that Mr. Matlala could spend  a considerable amount of money in the capitalisation of this tender.

“At the same time, when I visited the site, I then met also Michael van Wyk, who was introduced to me as the CEO of Medicare24. Michael advised that he owned the Medicare24 franchise and that Mr. Matlala was a franchisee. Michael had, during our discussions, confirmed that he would be assisting Vusi in operating and executing this tender.”

Carrim also told the commission that he contacted controversial North West Businessman, Brown Mogotsi, to verify the legitimacy of Matlala’s tender.

“I then reached out to a friend of mine, Mr. Oupa Brown Mogotsi, who is someone that is known, who is connected.  I then asked him to please verify and check if really this tender exists and can he come back to me,” he said.

Based on that assurance, Carrim said he agreed to advance the R10 million, with an understanding that he would receive R20 million over three-years.

“Mr. Mogotsi then agreed to check for me. He reverted and said, yes, it is a valid contract Vusi and I agreed that if I advance the R10 million, I would be paid an additional amount of R10 million over a three-year contract period.

“The repayment would be made at an equivalent of 10% of all payments received until the amount of R20 million was going to be paid. In terms of our agreement, we then set out the payment structure, which is attached.”

However, he told the commission that he repeatedly sought confirmation of a signed service level agreement between MediCare24 and SAPS, which was never provided.

“After July 2024, I would call Vusi from time to time and ask him whether he had received a signed SLA from SAPS and when can I expect a copy of this agreement between MedIcare and SAPS, as we all had an agreement confirming our agreement, because we had an agreement which was not signed.”

It remains unclear whether Carrim will be able to resume his testimony as scheduled following his hospitalisation.
