
City of Tshwane Executive Mayor, Nasiphi Moya, has announced that suspended MMC for Corporate and Shared Services, Councillor Kholofelo Morodi, has been removed from her position with immediate effect.
This follows allegations raised at the Madlanga Commission last week, where SAPS Sergeant Fannie Nkosi claimed Morodi shared confidential tender documents with him.
Nkosi also alleged that Morodi submitted a list of applicants for Tshwane Metropolitan Police Department (TMPD) recruitment.
Moya says the decision follows concerns about Morodi’s conduct and its implications for governance.
“The material before me reflects a pattern of engagement and conduct over an extended period, including an inappropriate relationship between Councillor Morodi and Sergeant Nkosi, which raises serious concerns regarding the handling of information and adherence to the standards expected of members of the executive,” Moya said.
The mayor stressed that the decision does not constitute a finding of wrongdoing, nor does it imply any presumption of guilt.
“It is a measure taken to safeguard the integrity of the institution,” Moya added.
She says members of the mayoral committee must uphold public trust and demonstrate the highest standards of ethical leadership and accountability.
“Where uncertainty arises that might affect the integrity or effectiveness of the executive, it is necessary to act decisively in the interest of the institution,” she emphasised.
ActionSA has since welcomed Moya’s decision to remove Morodi from her role.
The party’s Gauteng Provincial Executive Committee is expected to consider Morodi’s membership at a meeting this evening.
Action SA’s Spokesperson, Matthew George has apologised to Tshwane residents.
“Action SA apologises unreservedly to the residents in Tshwane for what in hindsight was an error of judgment even if we had no way in knowing the intentions of Morodi at the time. Ultimately any organisation can only be judged on how they respond to evidence of wrongdoing and it is clear form these events that we have set the standard in this regard,” George said.
Meanwhile, City of Tshwane Chief Financial Officer, Gareth Mnisi, has been given seven days to provide written reasons why he should not be placed on precautionary suspension.
The Ccouncil approved disciplinary steps following allegations of tender fraud linked to his company, Triotic Protection Services, raised at the Madlanga Commission.
This comes after criticism of the mayor’s earlier decision to suspend Morodi but not Mnisi.
Speaking at a briefing, Mnisi denied the allegations, describing them as politically motivated, and says he will cooperate fully with the investigation.
“It is important that you know that this is a political gimmick that is a campaign towards the 2026 local government elections. I don’t want to protect the executive mayor, but I want to remind you because it would appear from time to time that you forget what happened. They actually approached the mayor aggressively to institute forensic investigations which she did and I, myself, also cooperated. The outcomes are crystal clear; there were no irregularities, no corruption, and non of the findings are saying I did anything wrong. The only thing that the council is attending to is the conduct of councilors and the Ad Hoc Committee have been established and I am co-operating and I will ensure that I respond appropriately to all the questions that they ask,” Mnisi said.
