Public <\/span>policy <\/span>specialist <\/span>Dr. <\/span>TK <\/span>Pooe <\/span>says <\/span>that <\/span>while <\/span>Johannesburg\u2019s <\/span>newly <\/span>introduced “<\/span>bomb <\/span>squad” <\/span>task <\/span>force <\/span>may <\/span>sound <\/span>promising, <\/span>the <\/span>City <\/span>of <\/span>Johannesburg<\/span> must <\/span>prioritise <\/span>addressing <\/span>its <\/span>deep-<\/span>rooted <\/span>structural <\/span>issues <\/span>to <\/span>prevent <\/span>future <\/span>crises.<\/span><\/p>\n

Earlier <\/span>this <\/span>week, <\/span>Johannesburg <\/span>Mayor <\/span>Dada <\/span>Morero <\/span>announced <\/span>the <\/span>formation <\/span>of <\/span>a “<\/span>bomb <\/span>squad”, <\/span>a <\/span>task <\/span>team <\/span>intended <\/span>to <\/span>improve <\/span>service <\/span>delivery <\/span>in <\/span>the <\/span>struggling <\/span>city.<\/span><\/p>\n<\/div>\n

The team will be led by the ANC Snuki Zikalala and will work alongside President Cyril Ramaphosa’s crisis team in the city.<\/div>\n

In March, the president bemoaned the derelict\u00a0state of the once-opulent City of Joburg.<\/div>\n
<\/div>\n
\u201cYes, it\u2019s a good idea, but the key issue I\u2019d want but know is how is he gonna address the shortfalls of the systemic problems of the city so they have efficient ways to prevent future challenges\u2019\u201d says Dr. Pooe<\/div>\n

Mayor <\/span>Morero <\/span>also <\/span>revealed <\/span>that <\/span>the <\/span>city <\/span>needs <\/span>at <\/span>least <\/span>R200 <\/span>billion <\/span>to <\/span>address <\/span>its <\/span>most <\/span>urgent <\/span>issues.<\/span><\/div>\n

Dr. <\/span>Pooe <\/span>believes <\/span>that <\/span>the <\/span>city\u2019s <\/span>starting <\/span>point <\/span>should <\/span>be <\/span>a <\/span>comprehensive <\/span>understanding <\/span>of <\/span>the <\/span>challenges <\/span>it <\/span>faces.<\/span><\/div>\n

\u201cI think the first thing they need to look into is weather the structure of the City of Jo\u2019burg is really updated to the point with the problems that the city is facing and also look where are the shortfalls in terms of getting engineers and those type of specialists, such that these issues can be solved better,\u201d says Dr. Pooe.<\/div>\n

Dr. Pooe says that crucial\u00a0issues of functioning\u00a0traffic lights, for example, include bringing in data scientists who are trained to detect and report concerns as soon as they arise, rather than leaving them neglected for extended periods of time.<\/div>\n

\u201cIf we had data scientists who could have probably integrated the city\u2019s traffic lights into, let\u2019s say – one system, we should be able to know where and which traffic light has gone down and also be able to give a speedy response to say listen, this is gonna take 1 or two days to fix,\u201d says Dr. Pooe.<\/div>\n

Dr. <\/span>Pooe <\/span>went <\/span>as <\/span>far <\/span>as <\/span>suggesting <\/span>that <\/span>Johannesburg <\/span>be <\/span>declared <\/span>a <\/span>state <\/span>of <\/span>emergency <\/span>due <\/span>to <\/span>the <\/span>scale <\/span>of <\/span>its <\/span>infrastructure <\/span>challenges.<\/span><\/div>\n

\u201cIf you look at the backlogs of infrastructure, potholes, and also what some suburbs look like, and also very importantly, look at where townships are. This is so that issues can be dealt with quicker and oversight in terms of where the money spent by the city is going, because it\u2019s not like taxes are not being paid. The city collects taxes, it\u2019s just an issue of what the city does with the funds that is problematic,\u201d says Dr. Pooe.<\/div>\n

The professor recommends citizens to continue putting pressure on government to maintain its reputation, claiming that the citizens pay enough taxes to want that.<\/div>\n

\u201cPressure needs to be put on the city, citizens have done enough; they are paying more than enough rates and taxes. It\u2019s now time for the city to do what it\u2019s been mandated with,\u201d urges Dr. Pooe.<\/div>\n

He says\u00a0<\/span>citizens\u00a0<\/span>must\u00a0<\/span>demand <\/span>accountability <\/span>and <\/span>tangible <\/span>results <\/span>from <\/span>the <\/span>newly <\/span>established <\/span>task <\/span>force, <\/span>emphasising <\/span>its <\/span>potential <\/span>to <\/span>play <\/span>a <\/span>crucial <\/span>role <\/span>in <\/span>the <\/span>city’s <\/span>turnaround.<\/span><\/div>\n
